أثر تطبيق قواعد الحوكمة على عملية إدارة التغيير التنظيمي "دراسة ميدانية على الجامعات العامة بقطاع غزة"

This study aimed to measure the impact of the applicable governance rules on the process of organizational change management in the Palestinian Public universities in the Gaza Strip, through the identification of the reality of the prevailing governance rules and the relationship between governance rules and the organizational change management process through the orientations academic and administrative staff at the Palestinian public universities in the Gaza Strip, and also identifying the differences of fields of study among the respondents that attributed personal variables. To achieve the objectives of the study, the researcher designed a questionnaire distributed among a stratified random sample consisting of (325) employees from among (1458) which is the total of study population. The study concluded the following: The reality of applying the governance rules and its efficiency in the universities was relatively high. The reality of applying the process of organizational change management in the universities was relatively moderate. There is a statistically direct and positive correlation between governance rules and the process of organizational change management and a relatively large degree. There is an impact of the rules of governance rules on the organizational change management process and statistically significant but relatively average degree. There are statistically significant differences about some of the study areas attributed to the (workplace, the nature of the work, the years of work, educational qualification) . There are no statistically significant differences on the combined areas of study are attributable to the variables (gender, job title). The study made several recommendations including: Inviting higher education institutions, with its supervisory role to apply the governance rules of the university (effective system, justice, participation, transparency, and efficiency of the administration). The necessity to grant the administration independent executive management in the implementation of laws and regulations, instructions and the university academic, administrative, financial procedures and enjoy a high degree of decentralization.تهدف هذه الدراسة إلى قياس أثر تطبيق قواعد الحوكمة المعمول بها على عملية إدارة التغيير التنظيمي في الجامعات العامة الفلسطينية في قطاع غزة وذلك من خلال التعرف على واقع قواعد الحوكمة السائدة والعلاقة بين قواعد الحوكمة وبين عملية إدارة التغيير التنظيمي وذلك من وجهة نظر الموظفين الأكاديميين والإداريين في الجامعات العامة الفلسطينية بقطاع غزة، وأيضاً التعرف على وجود فروق لمجالات الدراسة بين المبحوثين تُعزى للمتغيرات الشخصية، ولتحقيق أهداف الدراسة قام الباحث بتصميم استبانة لاستطلاع آراء عينة الدراسة والتي بلغ عددها (325) موظف تم اختيارها بطريقة طبقية عشوائية من بين (1458) موظفاً وهو المجموع الكلي لمجتمع الدراسة. وقد خلصت الدراسة إلى نتائج، من أهمها: تطبق الجامعات العامة قواعد الحوكمة بدرجة عالية نسبياً. أن واقع تطبيق عملية إدارة التغيير التنظيمي في الجامعات جاء متوسط نسبياً. هناك علاقة ارتباط طردية وموجبة إحصائياً بين قواعد الحوكمة وعملية إدارة التغيير التنظيمي وبدرجة كبيرة نسبياً. يوجد أثر لقواعد الحوكمة على عملية إدارة التغيير ودال إحصائياً ولكن بدرجة متوسطة نسبياً. يوجد فروق ذات دلالة إحصائية حول بعض مجالات الدراسة تُعزى إلى (مكان العمل، طبيعة العمل، عدد سنوات العمل، المؤهل العلمي) لا توجد فروق ذات دلالة إحصائية حول مجالات الدراسة مجتمعة تُعزى لمُتغيرات (الجنس، المسمى الوظيفي). وقدمت الدراسة عدة توصيات أهمها: دعوة مؤسسات التعليم العالي بدورها الرقابي على مدى تطبيق قواعد الحوكمة بالجامعة من (النظام الفعال، والعدالة، والمشاركة، والشفافية، وكفاءة الادارة). ضرورة منح الإدارة التنفيذية الاستقلالية في تنفيذ الأنظمة والقوانين والتعليمات وإجراءات الجامعة الأكاديميّة أو الإداريّة أو الماليّة وأن تتمتع بدرجة عالية من اللامركزية
